I believe you are correct. Wikipedia pegs the hampster dance as 1998, and the original dancing baby's popularity around 96-97.

Although an argument could be made that the dancing baby was helped along a lot by other forms of media, while the hampster dance was a pure internet phenomenom.

Also, referring to the Internet Meme Timeline, ...Ate My Balls is even older than both of those.
