I fully support the blacklist option others have mentioned, but would also like to expand it to mark favorites. Maybe even custom lists ("awesome guitar solos" or "stuff I will sing when drunk") or rating songs to help in sorting?

So apparently Harmonix confirmed harmonies in Rock Band 3 during a panel at PAX East.
Saw the news on the PlasticAxe twitter, which also mentions that RockBandAide shot video of the panel, so hopefully that'll be up soon.

They did. It's the only thing they announced during the panel and they weren't really supposed to announce it.
