Maybe it's just that the Australian government stumbled upon a solution whereby nearly 99.9% of all citizens accepted the outcome, as long as they were given the illusion of the curtailing of violence, even if they were only aware of the deception at a near unconscious level. While this answer functions, it was obviously fundamentally flawed, thus creating the otherwise contradictory anomaly, that if left unchecked might threaten the government itself. Ergo, those that refuse to abide by these ruling and use Steam or seek Net Neutrality, while a minority, if unchecked, would constitute an escalating probability of anarchy and ultimately, disaster.

Ergo, Savok must move to New Zealand or the U.S. or face extinction.
