Spore gets user created quests.
Joystiq has video of the new expansion, Galactic Adventures, showing off a user made labyrinth, as well as quest and level creation tools, and a new terraforming system that isn't uselessly random.
I know Spore is a favorite punching bag for this site's "hardcore" elitists, but I personally enjoyed the game, and will definitely be getting this. If I trust anyone to make a quest/level creation tool that will finally Ryzom and NWN's, it's the Spore team at Maxis. This could provide a lot of fun.
