I saw this over at Joystiq (http://www.joystiq.com/2008/10/09/tgs-08-psp-plus-adds-dualshock-3-controller-functionality/). It seems like an odd thing to do...
The feature will allow players of Resistance Retribution to connect their systems to the PS3 to enable use of PS3 wireless controllers. Using the DualShock will enable dual-analog control in the game. In addition, rumble will be supported.
EDIT: Oh god, it looks like you not only need a PSP (duh) and a PS3 but you will also need Resistance 2 to do this. Why God, why?

By plugging in your AV-output capable PSP (2000 and 3000 models) and connecting the PSP to the PS3 via USB, you'll be able to switch on PSP Plus control through Resistance 2. Doing so adds DualShock 3 control support, letting you play PSP games on your television with a PS3 controller. It disables aim assist in Resistance: Retribution and lets the player alter their control layout to take advantage of the PS3 controller's extra inputs.
