I was taking a look at a friends achievements for GTA IV PC and it showed that I had 0 score though I've played through the 360 version and have gotten acheivements. Are the GFW Live achivements separate than 360 achievements? I had always thought that they would be the same.

Lol your thread title and your question have like no correlation. But yes, I believe you can "double-dip" and get the achievements twice, once on PC and once on Xbox.

the huge buggy mess that the game was when they shoved it out a few weeks ago. I know they've fixed up a few problems but from what people have been saying i simply don't see the point in getting it until it works well.

They did release a fix.

Its called a Steam re-fund.

What I heard is that this game is CPU intensive. A quad core will run the game better then a duel core. The 360 has 3 cores and the PS3 has I think 7 cores. Running the game while also running the in game recorder will suck up CPU power.

No its not. And the PS3 doesn't have 7 cores.

Well I own the game and performance is subpar for sure. Running on Medium at 1440x900 gets me about 20 FPS on average outside, which is playable, but not great by any means. I have an E8400, 8800 GT, 4 GB RAM, Vista.

I think that's a bit of an oversimplification. Yes, they're not defined as cores, but the reason they're difficult to develop for has less to do with the difficulty in writing threads for them, and more to do with their performance characteristics. As the wikipedia article linked above states: "The architecture emphasizes efficiency/watt, prioritizes bandwidth over latency, and favors peak computational throughput over simplicity of program code." The tricky part is making use of that through optimization.

Comparing the cells to cores is not unreasonable.

Yes it's an oversimplification but calling them cores is just as bad.
