Age of Empire 3 scenario editing: need a little help

I made my own map but I can't figure out how to make it so I can play with my current home city. Every time I play the map I made, my home city always goes back to lv 1 on that map. How do I stop that and make the map let my full deck and experience be a part of the map?

I read up on the wiki guide for AOE3 and it doesn't say anything about it. Looked else where, nothing.

The first time I test played the map, I was able to have my home city and all the deck but the rest of the time, it's back to blank home city. I can't bloody figure that part out.

Yeah, this game's AI is a whole tub of lard worst than Age of Empire 2: Age of kings

Once I do everything in this game, I'm taking it off my laptop.
