If I create a separate Windows user log-on on a different computer, with all the files on a portable hard drive separate from my girlfriends music, can I make my own library without her files showing up?

Yes. By default, the library is stored in My Documents/My Music, I believe, so this should be unique for each user.

But make sure you do not auto-sniff out the music on all of the drives when you do, as your library will populate with every sound file available. Having HLtrack2 on an iPod is not fun.

Oh, I know. I had tons of Unreal effects on my iPod before I stopped being lazy and got rid of 'em.

Every sound and voice file from Morrowind is also no good. Never did that again!
