So Sucker Punch has announced (http://blog.us.playstation.com/2011/03/14/infamous-2-limited-release-beta-mission-designers-wanted/) how you can get yourself in the running for the mission creator beta for inFAMOUS 2. Go over to the site for the game and go to the register page here (http://www.infamousthegame.com/en_US/infamous2/register.html). That's the link for the US site, there's another for Europe if you pick that as your region. The sign up is only active for a week, with the beta itself starting on April 12th.
EDIT: OK, that link doesn't work. Just click on Register at the top once you've picked your country and sign up, just make sure you have the Enter me into the UGC Sweepstakes checkbox checked.
