I've been playing through Dead Space on my PC lately and was using a gamepad due to the 'floaty' mouse controls that many people have been complaining about here. Its one of the rare cases where a gamepad felt better to me than a mouse/kb combo as a control method in a shooting game. Anyway, after some fiddling with the graphics settings I've found what has been causing the problem.
Its Vsync.
Yes... V-fucking-sync!
My monitor's refresh rate is 75hz, so it averages the 100+FPS to fit in to that refresh rate which causes the game to run at a sluggish speed (mind you, not choppy... but sluggish!) that leads to the mouse input being averaged out. Turning V sync off also resulted in some ridiculous improvements, which I'll list here:
Vsync ON:
Floaty mouse aiming. Very lousy.
When firing with the flamethrower, the framerate goes to hell on my Geforce 8800GT.
Loading times are usually between 15-25 seconds no matter what.
Vsync OFF:
Mouse aiming is smooth as butter.
Flamethrower doesn't impact framerates at all
Loading times are between 3-5 seconds.
Screen tearing is only noticeable when you're in an area where there's lights flickering on and off really fast.
I hope this fix isn't exclusive to my computer only, and helps out those of you who have been bugged by this issue. Enjoy the game... I know I am!
