It makes sense to me. I, the paying customer, get to play the game before you, the freeloader :p. You will still get to try the game out a week before release, so you can make up your mind.

You can still get a demo on the 11th. Pre-orders get it on the 6th.

On November 11 the demo will be made available to all Xbox 360 and PC and gamers, with no obligation to purchase. The demo concludes on November 18, when Left 4 Dead will be made available at retail outlets across North America and worldwide via Steam.

The demo being early is a reward to people who have already brought the game... or more honestly a way to try and hook in some more pre-purchases. You will sill get a demo before the game comes out as far as i know and if not then you can still wait for the demo, see if it runs, and buy it if it dose and you like it.
