In 2004, with a Republican governor ready to choose a Senate replacement if Kerry won the election, Kennedy pushed to have the law changed to require a special election. (http://www.boston.com/news/local/articles/2004/06/11/special_election_bill_gets_new_life/)
In 2009, with a Democratic governor, Kennedy is pushing to change the law again to allow the governor to directly appoint a successor. His excuse?
“It is vital for this commonwealth to have two voices speaking for the needs of its citizens and two votes in the Senate during the approximately five months between a vacancy and an election,’’

Sickness has kept him away from Capitol Hill for most of the last 15 months.
Sickness is understandable. His behavior, not so much. So shameless. So disgusting. So...predictable.
